Overview of Initiative 71
Initiative 71 is the primary law that governs the use of recreational marijuana in Washington DC. The approval of the laws brought forward by the Initiative 71 ballot in 2014 was a ray of hope for many cannabis lovers in DC.
However, this was a result of years of work put in by individuals who fought to make cannabis legal both recreationally and medically. Let's take a look at a brief history of how cannabis got legalized in the District.
As far back as 1998, the struggle for the legalization of weed was coming to a close when Washington dc decided to legalize the use of medical cannabis by approving Ballot Initiative 59. However, hope was tempered with when Congress passed the Barr Amendment preventing the District's use of funds to implement and support the medical cannabis program.
The use of weed remained illegal both recreationally and medically until 2009, when the amendment was overturned. It was at this point that initiative 59 was truly able to advance. In 2011, the legalization of medical cannabis was formalized, allowing dispensaries and cultivation centers to operate following an arduous permitting process.
In 2013, the first marijuana dispensary sale to a patient occurred, some 15 years after the initial approval of Initiative 59. Crazy! And a year later, the DC Council voted to decriminalize marijuana possession. This occurred due to the overwhelming number of voters who approved the Initiative 71 ballot in November 4, 2014. This move finally legalized the recreational use of cannabis in Washington, DC.
Initiative 71 was approved by 64% of voters, and the measure went into full effect three months later, on February 26, 2015. In the next section, we will talk about more laws and rules under Initiative 71.
Recreational Marijuana Laws

Smoking marijuana on federal property is strictly forbidden. The federal government owns about 29% of DC land. These lands include parks and military zones. Avoid toking up in these areas.
You can only receive and gift weed but not sell or buy.
Individuals of age can possess up to two ounces of marijuana and grow up to three mature marijuana plants in their homes.
Individuals are allowed to transfer up to one ounce of marijuana plants to another person.
The law charges a fine for consuming marijuana in public.
Driving while high is prohibited and could result in a DUI charge.
